Short answer: no, not like there used to be.
However, many would (accurately) argue that there is or should be a
difference. For example, the Classic Car Club of America is quite
specific, with a list of cars between 1925-48 that fit their definition
of classic. See <http://www.classiccarclub.org/CarList.htm>. Note that
there are two Triumphs on that list -- Dolomite 8 and Gloria 6 -- but
no Fords. ;-)
Vintage seems to have become a much more vague descriptor, although
several have defined it for their own purposes. For example, The
Vintage Triumph Register was formed in 1974 and, at the time of its
founding until the end of Triumph production in 1981 (not counting the
Acclaim), defined eligible Triumphs as those 10 years old or older.
(All three Heralds in my family at that point qualified, as did my
TR3A, but my Mk3 Spitfire did not.)
