Yes they should.   The movable arm should be free to move but held against 
the fixed contact by the spring.  As the cam lobe comes around the lobe pushes 
on the rubbing block and opens the contacts .015 (although I seem to recall 
that gap is .010 inches).  If this is not happening then either the points are 
assembled wrong or the measurement is not being done right.

Also, in my opinion the gap is just an initial setting and once the engine is 
running the gap should be fine tuned to achieve the desired dwell.  If you 
have no dwell meter the gap setting is pretty close and usually good enough.
