You can do some pretty standard things to a gas tank if you prep it right.
I assume you have it removed from the car. Fill it completely with water to
displace gas vapors, and you can apply localized flame heat to the bung
area. Tap the plug lightly to break the "time weld" a bit, spray with with
PB to give you that sudden temperature differential (albeit obviously not so
much since the tank's water is a heat sink), repeat, repeat, and repeat,
ending with quick sharp taps on a snug box end wrench with a ball peen
hammer, preferably in the counterclockwise direction.
A hole is bound to appear. Hopefully, it is a round hole! Dry the inside
of the tank with the exhaust from a vacuum cleaner or a hair dryer.
Reinstall and add gas, but do not inspect your work by candle light.
