Normally, no.

I believe it is, yes.  I've already written about my solution (custom made
nut), the archives should have other people's solutions.

The inlet pipe is easy, standard 5/16" tubing, compression sleeve and
reverse nut will fit fine.  It's also under very little pressure, you could
just about seal it with chewing gum.

Good luck !  I still think the easiest solution will be to use 5/16" tubing
at the pump (where I believe standard 5/16" components will fit fine, just
like on the inlet) and then convert to 1/4" somewhere between there and the
carbs.  I see MMC has a 5/16-1/4 reducing compression coupling for under $4.
(P/N 5272K217)  If nothing else 1/4" soft fuel line can generally be forced
over 5/16" tubing (although it may shorten it's life somewhat).

You could also try their "Yor-Lok" two-piece compression sleeves, P/N
5272K101 and 5272K111.  Let us know if they work better.

Yet another thought might be to try to swage 1/4" fuel line out to 5/16" od.

Anyone know of an on-line source for Cunifer tubing ?  Preferably in the US
?
