My take on worn carb needles is that if they are indeed rubbing, the wear will be concentrated near the top where it will be when the engine is idling. This is also where it would be when you are adjusting the mixture. If you are trying to lean it out to compensate for the wear then from where the wear stops on down will, in effect, be too lean.
