A few years ago in California ,( as reported in a auto repair trade magazine
I get ) , there was a group of lawyers suing auto repair shops for illegal
emission test practices. This group would scan the CA list of repair shops
that
had received fines and/or reprimands, threatened to sue them for huge sums
under some consumer protection law. Of course the legal group would " make the
problem go away" for a out of court "fee".
What did these shops do wrong to deserve being fined/repermanded by the state
of CA then sued? Many had minor paperwork violations, nothing that would
harm the consumer!
The problem was bad enough CA stopped listing errant shops and the DA was
looking into changing laws. Legally there was _nothing_ the shops could do to
defend themselves, many were advised to pay up and move on rather than lose
everything.
