I one checks with their local EMDO (Engineering and Maintenance division
Office) of the Federal Aviation Administration they will learn that the
Standards and Practices publications of the FAA allow the reuse of fiber
locking fasteners so long as they cannot be turned in either rotation by
the fingers.
 
What is wrong with Grade 8 fasteners?
