Starter Shim(s) Needed?

My 1960 TR3A uses the later starter (non-bullet nose).  Should it  require 
use of one or more starter shims (Moss #549-430) to ensure it fully  engages 
the 
flywheel ring gear?  It doesn't feel as though it's making  solid contact.
