Have you checked for poor circulation, ie is the radiator hot all over ?

Thermostats are cheap and easy, just change it.

I would be more suspicious of a leaking head gasket, or block or head crack.
Cooling system rust usually looks more orange in color, 'mud' may be oil in
the water.
