There was an article somewhere that described a technique for doing this. I
had a copy but I gave it to the bodyshop that was doing my car and I don't
remeber where it came from - maybe someone else has a better memory or
filing system?
Basically, what it said to do was find a bolt with a countersunk head of the
right diameter. You put it through the grommet and use some washers and
tighten with a nut on the otherside to draw the grommet into conformance
with the concave hole in the hood. It's much easier to understand with a
diagram, but perhaps this will get you going in the right direction.
