Basic electrical theory states the the circuit must be continuous from the
battery, to the load and back to the battery. If the ground connection is
OK, then the fault must be in the supply side. If the other headlight
works properly then you can rule out the switch and all the wires leading
upto that light. That leaves you with the short run from the good
headlight to the faulty one. It also leaves you with teh leads to the plug
for the headlight and the plug itself. It also leaves you with the
headlight itself. If you have a voltmeter you can simplify the process
with a few voltage measurements - which you have done. Since the volage
goes away before you get to the light you can rule out the bulb, plug and
bulb harness, so have a look at all the connections for that wire back to
the other headlight. Probably a little corrosion.
