Rear Drum Brake Rebuilding

I'm assembling my 9-inch Girling rear drum brakes after cleaning, painting 
and replacing most components.  I could use help on a few questions:

1.    I painted both sides of the brake backplate with POR-15.  I had planned 
to just replace the original shims between the hub/backplate and rear axle, 
but with new paint on both sides of the brake backplate, I'm wondering if it 
will affect the required shim thickness.  The backplate was painted black in 
this area when I removed it, but the POR-15 is decidedly thicker stuff than 
what 
I found and removed.  Any worries here, or is the paint a non-issue?

2.    I understand the wheel cylinder is supposed to slide in the slot in the 
brake backplate, but in my judgement it's a pretty snug fit when the spring 
clips are attached.  Again, I'm wondering if the POR-15 paint's thickness is 
affecting the sliding action.  How easily should the wheel cylinder slide in 
the 
slot?

3.    Lastly, I replaced the return springs on the brake shoes.  My manual 
shows both springs fitting under the brake shoes, but when I disassembled my 
brakes, the spring on the adjuster side was on top of the shoes.  Which is 
correct?
