Yes you could if you wanted to be completely self serving. But if you
put it that way, the people in the west could say (based on Howard's
list... Thanks Howard) that 3/4 of them have been east of the Rockies.
To get a true picture of how patently unfair this distribution is, get
yourself a US Map and some of those neat colored pins and place one
where the VTRs have been. You will be amazed (or maybe not)!
