doesn't seem to get inside the tube enough to remove the nut and there
isnt anything sticking out the bottom of the tube to grab with a
wrench... BLAST!!!

Well, first off, that nut should NOT be inside the tube. It should, with
the aid of some washers, prevent the windshield post from lifting out of
the tub. I suspect the DPO had it off and neglected to reinstall the
washers and now the nut is bound up in the tube. can you force the
windshield post back down into the tube and thus allowing the nut to become
exposed where you can get a wrench on it?
