I've always assumed it was because of the small tire's inability to
withstand the heat generated at higher speeds, but I don't know that for
certain.
Tire makers hate to mark anything that indicates their tire might be
"inferior", so I assume the max speed marking is required by federal law.
And, AFAIK, there is no law setting a minimum traction rating (otherwise
Coker couldn't sell some of those banana peels they call classic tires <g>)
