I think he is referring to the little pointy studs that hold the hubcap
on, which would make the hubcaps useless. Why are you buying from a guy
with his feedback?
Also, just to add to your troubles, they did not make a 1960 TR3B. The
first TR3B, TSF1 by number, was manufactured in March (I think) 1961.
If he withheld significant info, I would probably start talking to ebay,
rather than paying him right away.....
