In California, unlike most other states, a towed car with any wheels on
the ground (i.e., tow bar and tow dolly) must be licensed or permitted.
No other rules that I know of, other than needing correct lights, etc.
I carry a set of magnetic mount lights from U-Haul, which can plug into
your flat trailer plug or into your tail light pigtails, also from
U-Haul. Tie up or remove the driveshaft, don't lock the steering wheel,
and make sure the front end alignment is OK (when towing with a tow bar,
if your alignment is bad on the towed vehicle, the steering has a
tendency to whip hard left or hard right after a bump. Makes a terrible
