This is specifically prohibited under the CA vehicle code....but has been
done a few times...lol

I believe that personalized tags could be had in the black plate days, but
only certain types.  I know, for example, that a ham radio operator could
get his call sign on a black plate.  My neighbor still has his black plate
with his call on  it.  And, since personal plates can be transferred to new
cars, it is on his 2003 Chevy truck.  Kind of odd to see a 2003 with black
tags...lol
