Since you seem to be in a tool-buying mood, an impact wrench works quite
well on pulley nuts and whatnot. The inertia of the armature resists the
blows of the wrench so you can easily hold it stopped (or even let it turn a
bit).
But Andy's suggestion of an old fan belt is a lot cheaper. I clamp the belt
in the vise, letting the generator hang off to the side. Be sure to support
it as you undo the nut, as it may fall out of the pulley of it's own weight.
If not, thread the nut back on flush with the end of the shaft, and rap it
with a lead or brass faced hammer (eg knock-off hammer).
