Besides the tired spring that Scott mentioned, wear in the bushing also
allows the magnets to run closer to the cup on one side.  Since the magnetic
field is a square law, it gets stronger on one side faster than it get
weaker on the other side, so there's more total force transmitted to the
cup.

In severe cases of course, the magnets actually drag on the cup, making the
unit read wildly high instead of just a bit.
