Sounds like a vacuum leak to me.  The 4 ATDC figure is only with the vacuum
retard active; 12 BTDC is about right if the retard isn't working or is
disconnected.  I don't like the things, my suggestion is to permanently
disconnect it (plug the line), and always time to the 'static' value.

If you can't spot the vacuum leak otherwise (ie by squirting carb cleaner or
WD40 at all the suspect spots and listening for any change in engine rpm);
I'd probably pull the manifolds back off and look for where they weren't
seated properly.  Note that an exhaust leak can also make the mixture weak;
although usually you can hear an exhaust leak pretty clearly.

Wouldn't hurt to run a compression check first tho, just to be sure it's
nothing more sinister.
