completely backed out for each carb, but I can't get the revs down.  It

Sure.  Check the fast idle screws.  If one or more is still on the fast
idle cam whth the choke fully off then they could be the culprit.  Check
the linkage.  The linkage should allow the throttles to go completely
closed but if not adjusted properly it may not.

The other thing to check is the throttle plates.  If you removed and
reinstalled them they may not be centered.  Unfortunately this involves
removing the carbs so save it for last.
