a new one last year and it used to read about 1/2 scale, but then for some
reason later on it started reading more like 1/4 scale.  So I got a new one
from TRF and it also reads 1/4 scale.

Does the fuel gauge read the same as before or is it reading low, too?  If
so check the voltage stabilizer - although I've never seen on fail this way
but it could happen.  If not then maybe your thermostat is opening early.
