Yes, that's the way it's "supposed" to be, and yes with modern gasoline it
does smell a bit.  I've had trouble with fuel sloshing out the vent line, so
I just capped it off on my car.  All the filler caps I checked have a small
vent hole in the cap, so the vent line is redundant.
