My 62 TR4 has a wire bracket in which most of the paint had come off, 
but the little bit that was left appeared to match the green of the 
original oil filter canisters.

I also have a 71 MGB (I am second owner) in which the washer bracket 
is same as you describe: flat band about 3/8" wide and blue. I leave 
you to draw your own conclusions.
