I have seen several TR3 caps where the upper plate itself was not air tight.
If memory serves, they all had a dish in the center with a rivet head in the
middle, and would leak air around that rivet head. Somewhere, I've even got
one where I filled the dish with silicone sealer in an attempt to get it air
tight, but it still leaked somewhere.
So, it depends on the cap whether all it needs is the rubber gasket to be
air tight.
It occurs to me that another way to test a cap would be to hook a Mityvac to
the overflow tube. Pull several inches of vacuum on the cap, at least
enough to match the distance between the cap and the recovery bottle, and
see how fast it leaks. If it won't hold it for several hours, then your
recovery bottle cannot work right.
