I concur with Irv--recommendations to hone out the pits and rebuild
should be avoided.

More likely wear. It's quite common with worn seals to have some
internal backflow--fluid just recirculating inside the cylinder rather
than building pressure. The easiest test to determine if it's wear is
when the pedal suddenly goes soft, let it up and then hit it really
hard. If it holds pressure then, it's very likely wear--seals, bore, or
both.
