than that screw that rides against the cam and sets the throttle

On my TR6 there is an adjustment that controls how far open the throttle is
held as the choke is pulled. Check one of the carburetor shop manuals, they
should illustrate what I am talking about. There is cam of sorts on the
choke mechanism that pushes the throttle open. Yours may be too closed.
