I'm not familiar with the TR-3 brake system, but from your description this 
valve sounds like a residual pressure valve.  Universal RPVs are available 
form most aftermaket brake makers such as Willwood.  They make a 3 PSI ( for 
discs ) and a 5 PSI for drums.  A RPV allows full brake fluid pressure in the 
apply direction but keeps a small amount of pressure in the line after the 
brakes are released.

The first choise is to use the proper TR part though.
