Mike:
You could use a sander/grinder, but on old thin metal you  might end up work
hardening the panels. Buy a copy of Hemmings and look up some suppliers of
paint strippers intended for automotive use.
Yes, nontoxic may not cut it, but if you get the proper safety gear and
dispose of you waste correctly, you'll be better off in the long run.
