Rich, I got one of those things with a spare TR4 non-OD gearbox I picked up from a 20xxx CT TR4. My 1962 TR4 gearbox did not have it. I would love to know whether it would make sense to attach it to the gearbox. I hope somebody can explain what it's for and whether it's useful.
