3% sounds a little low to me, you might try going 1 flat richer and see
if that helps. (I'm thinking lean misfire at cruise here)

Otherwise check ignition timing, ignition advance (both centrifugal and
vacuum),  tire pressure, brakes aren't dragging, front end alignment,
valve lash.  You might also try putting your old ignition components
back in, it's not unheard-of for new ones to be bad.

Did they recently switch fuel formulations in your area ?  "Oxygenated"
gasoline produces lousy gas mileage even after adjusting for it.  It
also frequently causes leaks.

Did you check the fuel pressure with a gauge ?  You might want to double
check the gauge ...

Do you fill your tank full ?  Hard left turns can cause gas to slop out
the overflow tube.  Leaving the car in the sun can also cause the gas to
expand enough to run out the overflow.  (I finally plugged my overflow,
since my cap is vented.)

Of course, I only get maybe 20-24 mpg anyway, but I suspect my driving
is a bit different than yours <g>
