Turned on radio - fine. Headlights fine. Got out the voltmeter - 13.5
volts.

When you say would not start do you mean no activity from the starter? If
so you might check the starter realy. you might check the small wire that
goes to the starter solenoid. Does the radio cut out when you turn to
start? Do the usual idiot lights (I'm not saying you're an idiot, I'm
saying the warning lights were intended to provide information to those who
have little knowledge of cars) come on. If the radiator fans are running
do they shut off?
If the answers to all these questions are yes then you have a bad solenoid
or starter. if the answers are no then suspect the relay or the key
switch.
