Why ?  Since the PDWA should only activate if there's a fatal error in
the circuit, it makes no difference if the reservoir gets emptied or
not.  Unless, of course, the PDWA is wrong and the circuit is fine. 
Then, shutting off the circuit could deny you working brakes.  Also, a
slow leak should activate the PDWA, but the brakes are still (more or
less) operational.

In order for the PDWA to effectively shut off the flow to the wheels the
plug would have to be a lapped fit in the bore.  I doubt they would go to
that expense if they could avoid it.  The master cylinder will, after a few
pumps, compensate for an open brake circuit and opeate the other, remaining
circuit alone so as Randall says at this point who cares if the fluid is
retained.
