Not all TR3 filler caps just pull off. Earlier ones threaded into the
sleeve portion, which could not come out from the top. You need to
unthread the filler cap, slide the hose section all the way down on the
tank, and lever the sleeve out of position, or slide the hose up onto
the sleeve and do it, depending. In either case, you need to do some
extreme bending of the hose itself.

Been there done both. :-)
