I just checked at my local (Lakewood, CA) Home Depot.  They carry
"Plasti-Dip" in the paint department (next to the lacquer thinner and
graffiti remover).  When I asked for "Plastisol", they first pointed me
at the Plasti-Dip, then said they'd never heard of Plastisol. ('They'
being first a drone, then the paint dept manager.)
