Bill, You can buy Plastisol in most hardware stores (even Home Depot, I think). It usually comes in a pint or quart can and is intended for making those "plastic" coatings on hand tool handles. In stores, it's usually either white or red. We also used to use it for coating valve handles and handwheels on nuclear submarines. In industrial applications, it comes in a number of colors.
