on a meter and black on ground. Not sure how to add a 10 amp load to this.

Hook up your headlights to it.  Sounds like a tapped resistor, much like
the ballast resistor used on late model ignition coils.  The voltage out is
the voltage in minus the voltage drop and the voltage drop is porportional
to the current.  Since the meter draws almost no current (way less than 10
amps) all you will read is battery voltage.  You have to put a load on it.
