With the tap removed, stick a small screwdriver or piece of wire into the
hole, and jiggle it around.  Chances are good that there are just a few
flakes of rust that are blocking the inside of the hole, which will crumble
and come out with the water.

The water circulation seems to be weakest around the #4 liner, so rust
flakes and general crud tend to accumulate around the bottom where the tap
hole is.  Using a garden hose to force water in through the heater tap (and
letting it flow out through the radiator) may help too.
