There should be an insulator around the post, to prevent it contacting
the sides of the hole.  I'm not sure what the TR4 uses for the
insulator, a TR3 has a tube of cotton cloth, coated with shellac.  Then,
there should be a fiber (or later nylon) washer between the flat washer
and the end plate.

Grounding the field terminal (the small post, 'F' terminal) to the
housing should prevent the generator from charging at all (the cutout
will never pull in, the IGN lamp will stay on).  The field (F) terminal
would have to be shorted to the armature (D) terminal to cause the
symptoms you describe.  However, since I also don't recall ever seeing a
Lucas end cap that had a square hole for the field, is it possible your
generator is the wrong unit ?  Some other varieties of generator do
indeed go to full output if you ground the field terminal ...
