Tim,
My guess is that:
a) your horn does not work, and
b) these wires need to be connected to the steering rack.
Remove the plug which covers the steering rack's grease port, place the ring
terminal over the hole (you might want to grease the rack while the plug is
out) and replace the plug.
Horn should now work (assuming all other horn connections are correct) and
no more dangling wires.
