The 'label' on the can reads: SEal Rust Permanently Spray on or Brush on! No Need to REMOVE RUST Before Applying Rust Preventive Paint Paint Directly Over Rust Surface Preparation: Rusted surfaces are best;seasoned metal and sandblasted surfaces are also good. SMOOTH METAL SURFACES: Use POR-15 METAL-READY to prepare surface before painting. [sic- with POR-15]. ...
