It could be as simple as a partially sunk float.  Meaning the float has
a leak and is partially full of fuel, not allowing it to float all the
way to the top.

Another possibility is that something in the tank is restricting the
float lever.

If the gauge stays on 1/4 until it actually is 1/4 full and then goes
down in a linear fashion, I'd suspect the second possibility.  But is it
appears to start going down in a linear fashion as the fuel is used and
in on empty long before the fuel has been used up, I'd suspect the first
possibility.
