I'm not familiar with the TR6 back brakes, but I am assuming they are close
to the TR3A's.  First, make sure that the shoes have been put on the right
way round (I don't think you can put them on backwards/upside down, but its
worth checking).  Second, make sure they are centered - tap them backwards
and forwards while you offer up the drum until it slips on.  Last, and MOST
IMPORTANT, make sure the brake adjustors are backed all the way off,
especially if you have relined the brake shoes.  This is the most likely
cause of your problem.
