Actually, yes.  Use a pair of diagonal cutters or ("dikes") that you
normally use to cut wire with.  Grab the key close to the shaft as possible
just like you were going to cut it along its length, and lever it out
prying upward, using the tips of the tool against the shaft, and the base
of the cutting edge to "grab" the key and lever it out.  Haven't had a
woodruff key I couldn't remove using this method!
