Ken, that is strictly a reflector on U.S.-spec. cars for 1970 only.
Original taillamp lenses did NOT have reflective capability on that year
car; I'm guessing the reflective capability of the original <1970 lens
was insufficient for U.S. standards. On the other hand, without the piece
of "foil" and such, the 1970-only taillamp lens lights up a bit better as
well. Note that this later taillamp lens is also no longer available new.
I hope that's reasonably clear; I'm still winding down from the nearly
six-hour tow back from Portland, ME!
