Not on the carbs.  My retard line hook-up at the distributor
has a "dial" so that if you manually pull out the advance spring
and turn the dial, it either tightens or loosens the spring, thus
effecting the advance or retard. I would not recommend adjusting
this more than one turn since I recall someone posting that they 
had theirs too tight and this really messed up the advance by 
making it not able to move (had it too tight).
