This may or may not be of any help but I use some Gunk Liquid Wrench on it.
Take a hammer and tap the top of the head of the screw(I realize is tough to
hit at the angle its in but youre just trying to get the stuff to work its way
in more than anything). Let it sit for a while(5-10 mins) then repeat. Then
try it to see if it will come off with reasonable torque. I tried this on my
flywheel bolts till they came off after 2 tries. I was skeptical at first but
it actually worked.

BTW-My taper pin was broken but it was still holding the fork in place wihtout
any looseness. It broke off very close to the head of the bolt. I couldnt get
at it with a drill as I could not turn the fork(i.e. it was broken but still
worked if you see what I'm saying). I said hey, till it breaks and gets loose
I'm leaving it as is(since its net effect is that it works). One of these days
I'll find myself drilling it out.
