would there be any way to Negotiate with him that would help me.
he seems that he doesn't care about it and just ignores it.

Personally, I think it is best to be right up front about it. If you are
trying to 'steal' it well good luck. What is it worth? You don't really
give us enough information about the condition of the car to tell. The TR3
small mouth is a very nice car and fairly hard to come by, if you really
want one. I passed buying a running example, some rot holes in the usual
places, but very drivable for $3,000. I don't subscribe to negotiating
techniques designed to put anyone at a disadvantage. If he is not soliciting
for a buyer, you've got to find a reason to get him interested in selling.
Money? Love for the car ? If he really is the original owner, he must have
some affection for the car. $1,000 might be a fair price for a car requiring
lots of body work, with missing parts and a mechanical system that's
nonfunctional. You've got to talk to him and use your ears to understand why
he might sell.
