For what its worth the new cable that I have is 43" from the back side of the 
outer chrome ring to the end of the outer sheath.  The inner cable sticks out 
4.5" more.  The part number is 401900 and according to my parts book was 
to be used for the TR4's that had the ZS175 carbs.  So now it looks like I 
have to get a different choke cable, I have SU H6 carbs on my TR4.  The 
cable that I have came with a TR3 that I bought and it was in one of the 
parts boxes still in the original wrapper.  Looks like the PO had bought the 
wrong one!

Also it appears that this cable DOES have the locking feature.  Guess I was 
wrong about the choke cables.  Learn something new everyday!
